Solutions number one is to wipe out cache partition. Turn off your phone first, then press and hold Power button, Home button and Volume Up button in the same time.
When Samsung logo appears, release Power button and when Android logo appears then you can release the other two buttons. Use Volume button to navigate through the menu and choose “wipe cache partition” options by using Power button.
You also can try to unlock Developer Mode to solve this problem. Go to Settings > System > About device > Software info and tap on Build Number until you unlock Developer Mode.
When you already unlock Developer Mode, go back up to Settings > System > Developer options > Windows animation scale, Transition animation scale, and Animator duration scale. Set the number from 1x to 0.5x or simply turn it off to help reduce any lag and stutter.
If the problem only happens when you open a game, you may want to turn Game Tools off or turn Power Saving off on the Game Launcher setting. After that, you can see if it makes any difference or not.
Last option is to do factory reset from Settings app. Since it will erase the entire data you have, make sure to back it all up first. Once your device has finished the process, check whether the problem is still persist or not.
If nothing happen, then it is possible that there is an app that cause lag and stutter problem previously, so be very careful when you want to install new app.
